1. Combine potatoes, onion, water and bouillon in large saucepan.*
2. Cover and simmer until potatoes are tender.
3. In a saucepan, melt butter. Slowly add flour, salt and pepper.
4. Whisk in milk and cook on low until thickened, stirring constantly.
5. Combine milk mixture with potato mixture in saucepan. Stir in sugar.
6. Heat through.
7. Garnish with shredded cheese and bacon bits or with strips of red pepper.
