3. White sauce: In saucepan, sauté onion in butter. Add flour, salt, dry mustard and celery salt. Gradually add milk and pepper. Stir until thickened.
4. Place cooked carrots in dish. Add cheese and white sauce. Sprinkle with bread crumbs.
5. Bake 25 minutes or until bread crumbs are nicely browned.
