1. In a mixing bowl, combine cabbage, carrots and onion. Set aside.
2. In another bowl, blend together milk, vinegar, lemon juice, mayonnaise, sugar, pepper and salt. Stir with whisk until well blended.
3. Pour over cabbage mixture and toss well with fork.
4. Cover. Refrigerate until well chilled, about 2 hours.
